How It Works

  • Budget Billing is our free, convenient budgeting tool to help you avoid seasonal swings in your monthly bill.
  • Budget Billing is available to residential customers and small-to-midsize businesses (Virginia Rates GS-1, GS-2, GS-2T, 5, 5C, and 5P).
  • You must have at least 12 months of billing history at your current address and must not owe more than your current bill to enroll. This means if you were a little short on a previous bill, it must be paid before you can enroll in budget billing.
  • Monthly budget bill amounts are based on the average of the previous 12 months of usage at your current address. Any products or services charges will be applied to the budget amount each month.
  • Budget amounts are reviewed periodically and may increase or decrease based on changes in usage or an accumulation of a large credit or debit balance on your account.
  • As you approach the anniversary of your enrollment, we’ll notify you that your account will be undergoing its annual budget review.
  • During the annual budget review, we determine your new budget amount for the upcoming year by adding the previous 12 months of bills at your current address plus your total account balance together and dividing that amount by 12.
  • There are no fees to enroll in Budget Billing. Other charges, such as a deposit or HomeServe, will be separate from your Budget Billing amount each month.
  • You can stop Budget Billing at any time by signing in to your account or on the Dominion Energy app (Apple Store/Google Play).
  • At the time you cancel, your actual account balance will be due. Any credit balance will be applied to your next bill.

  • Your meter readings, usage, and actual costs will still appear on your monthly bills.
  • The amount due will reflect your budget amount. The total account balance will reflect the difference between how much you paid on the budget plan and your actual bill amounts.
  • No. It is a regulatory requirement that the Deferred Fuel Cost Charge (DFCC) is billed separately. For example, if your budget amount is $46.00 and the DFCC is $0.42, the amount due will be $46.42.
  • No, the budget plan option will not be available until you have established 12 months of usage at your new address.
  • Your actual account balance (the difference between what you paid on the budget plan and your actual bill amounts) for your current account will need to be settled at the time you move.

  • Your budget amount could change for a few reasons including a large credit balance and changes in your energy usage.
  • Your budget bill amount might also change if the initial/current budget amount was too low to cover your actual bill amounts. This causes a large account balance to accumulate and can result in more frequent budget review to ensure the budget is in line with current usage.
  • If you had a large credit balance during the previous budget billing review, the credit would have reduced your budget amount by the amount of the credit divided over 12 months.
  • If your account no longer has a credit balance, the budget amount is adjusted to reflect an average of the last 12 months of electrical usage and any actual account balance.
  • While on the budget plan, you should only pay the budget amount (not your current charges or the actual account balance).
  • No, customers on the budget plan are not eligible for payment arrangements.
  • To establish an arrangement, you will need to first stop budget billing. Sign in to your account to see if you qualify for a payment arrangement.
