Dominion Energy North Carolina (the “Company”) is committed to meeting present and future energy needs effectively through a balanced portfolio of fuel sources.

The North Carolina Utilities Commission (“NCUC”) approved the Company’s Riders RP - Renewable Energy & Energy Efficiency Portfolio Standard Rider and RPE - REPS Experience Modification Factor (REPS EMF) to become effective for usage on and after January 1, 2014.

These riders will recover the Company’s costs to comply with the North Carolina Renewable Energy and Energy Efficiency Portfolio Standard (“REPS”). Riders RP and RPE are designed to collect the Company’s incremental costs to comply with the requirements of G.S. 62-133.8 and NCUC Rule 8-67, as well as to true-up any under-recovery or over-recovery of REPS compliance costs.

Dominion Energy North Carolina's renewable energy cost recovery rider is not applicable to agreements for the Company’s Outdoor Lighting Rate Schedule 26, Traffic Control Rate Schedule 30T, companion rates such as Schedule 1W, Schedule 1DF or Schedule 7 or auxiliary accounts.

An auxiliary service is defined as a non-demand metered service at the same premise, with the same service address and with the same account name as an account for which a monthly REPS charge has been applied. Example: A property with both a primary service (house) and an auxiliary service (separately metered garage/shed/barn).

To qualify for an auxiliary service, the customer must notify the Company and the Company must verify that such agreement is considered an auxiliary service, after which the REPS billing factor will not be applied to qualifying auxiliary service agreements. Upon written notification from the customer, accounts meeting the “auxiliary service” criteria will be coded in the Company’s billing system to allow the customer to be charged only a single monthly REPS charge at the customer’s primary metered service.

What do I have to do to opt out of the REPS rider charges?

Eligible customers must notify the Company of their request to opt out of participating in and paying for the REPS rider charges by providing the customer name, service address and meter number(s).

Can I receive a refund if I have not notified the Company that I have an “Auxiliary account” that has been charged a REPS rider charge?

No, it is the Customer’s responsibility to notify the Company that they have an “auxiliary account” that meets the criteria to opt out of the REPS rider charges. After the Company verifies the status of the “auxiliary account,” the Company will mark the account and the charge will be removed going forward.

How can I tell if my request to opt out has been made effective on my account(s)?

Regarding the North Carolina REPS Opt Out process, once the Company has, in hand, an eligible customer's completed Opt Out Notice Form; the customer will not realize any Rider RP or Rider RPE charges effective immediately after the meter reading following the approval of their request.
