Bill Calculator Worksheet

If you're on our basic Residential Schedule 1 rate, you can use our Bill Calculator Worksheet to see how your bill is calculated. This worksheet is helpful to understand and estimate the various charges that make up your monthly bill.

You can open this worksheet in Excel or using a number of free programs, including Microsoft Office Online, Google Sheets, and LibreOffice.

  1. Contact Information You can report an outage, make a payment, manage your account and more.
  2. Account Number Unique identifier for the customer at this address. Refer to this number when contacting Dominion Energy about your account.

  1. Bill Date The date the bill was generated.
  2. Scan To Pay QR Code Easy access to make an online payment. A convenience fee may apply.
  3. Amount Due The amount you owe for services during this billing period, plus any outstanding charges incurred from prior billing periods.
  4. Due Date The date the payment for the current charges must be received by to avoid a late payment charge.

  1. Usage History Review up to your past 13 months of Billable Usage (14) history to see trends in your energy usage.
  2. Service Period Dates The beginning date and ending date for this billing period.
  3. Current Billing Days The number of days in the billing period. The number of days in a billing period may fluctuate due to weekends and holidays.
  4. Temperature The average high temperature and average low temperature for the current and previous 12 months. Weather data is provided as a reference point only.

  1. Electric Meter Unique identifier associated with the electric meter at the service address.
  2. Current Reading The meter reading captured on the end date of the billing period. The difference between your Current Reading and Previous Reading (x) is your Billable Usage during the billing period (x).
    • Estimated Reading (not shown) is designated by the word Estimated after the reading. An estimated reading is determined based on prior usage at the service address. In the event the next actual reading is lower than the estimated reading the adjustment will occur on the next bill. Customers on a Time of Use rate will see the billing factors for their rate schedule (e.g. OnPeak Usage, OffPeak Usage, Super OffPeak Usage, Demand) in place of the Current Reading and Previous Reading.
  3. Previous Reading The meter reading captured on the beginning date of the billing period. Customers on a Time of Use rate will see the billing factors for their rate schedule (e.g. OnPeak Usage, OffPeak Usage, Super OffPeak Usage, Demand) in place of the Current Reading and Previous Reading.
  4. Billable Usage (kWh) The difference between your Current Reading (12) and Previous Reading (x). The billable usage for customers enrolled in a time of use rate schedule is the sum of the measured 30-minute intervals for the billing period.
  5. Next Meter Reading Date Date the next meter reading is scheduled to occur.

  1. Previous Balance The total charges from your previous billing period (last bill).
  2. Payment Received Sum of all payments and credits received between the previous bill date and the current bill date.
  3. Balance Forward The difference between the Previous Balance (16) and Payments Received (17).

  1. Schedule The rate schedule used to calculate your bill (in this sample bill, Residential Schedule 1). Learn more about rate schedules.
  2. Distribution Service Charges The cost for the equipment (such as wires and transformers) we use to deliver electricity to your home or business.
  3. Electricity Supply Service (ESS) The cost for the generation, transmission and fuel to move electricity. For a more detailed explanation, please refer to your rate schedule.
  4. Electricity Supply Charges Subtotal of the generation, transmission and fuel charges described above (20-21).
  5. Deferred Fuel Cost Charge The charge associated with the previously incurred cost of fuel to produce electricity, including the costs of purchased power, which were approved in a financing order issued to Dominion Energy Virginia. Virginia Power Fuel Securitization, LLC owns the charge and Dominion Energy is collecting on its behalf.
  6. PIPP Universal Service Fee A Non-bypassable Charge to recover costs supporting the Percentage of Income Payment Program (PIPP) established in the Virginia Code. PIPP is a partnership with the Dept of Housing and Community Development and the Dept of Social Services, and is intended to assist customers in need.
  7. Sales and Use Surcharge A fee charged to recover sales tax on certain Dominion Energy Virginia purchases and leases, based on your electricity consumption.
  8. State/Local Consumption Tax, Utility Tax These taxes are prescribed by The State Code of Virginia, and are calculated per kWh based on your usage.
  9. Taxes, Fees and Charges Subtotal of the service fees and taxes described above (23 – 26) and any additional charges (e.g. late payment charge).
  10. Current Electric Charges Your current Billable Usage (14) charged according to your Schedule (19), plus the service fees and taxes described above (21-27) and any additional charges.
  11. Account Balance The sum of your Total Current Charges (28) and any Balance Forward (18).
  12. Amount Due The amount owed for the current billing period.

  1. Comparison to Last Year Compares the average daily usage (kWh) and average daily cost (dollars) from your current billing period to the previous year’s bill for the same period. The average daily temperature (degrees) is also provided for informational purposes. Trends are provided to let you see how your current bill compares to the same period from last year.
  2. Average Daily Usage The total billable usage from the billing period divided by the number of days in the billing period. The difference between this period and the same period last year lets you see how your usage changed.
  3. Average Temperature The average temperature during the previous year bill period and current bill period. Weather data is provided for informational purposes only. Weather may be a factor in higher usage due to increased air conditioning and heating use. The temperate average overlay lets you see how your usage shifts with the seasons.
  4. Average Daily Cost The average daily cost is determined by adding the Distribution Service Charges and Electricity Supply Charges and dividing the total by the number of days in the billing period. The charges in the Taxes, Fees and Charges section are excluded from this calculation, as well as any additional charges such as a security deposit or HomeServe charges. The difference between this period and the same period last year lets you see how costs for your usage fluctuates.
