During its 2020 Session, the Virginia General Assembly enacted Chapters 1188, 1189, 1239, and 1187 of the 2020 Virginia Acts of Assembly, which added a new section to the Code of Virginia numbered 56-585.1:12. This section established the Multi-Family Shared Solar Program, which provides eligible multi-family customers of Dominion Energy the opportunity to participate in shared solar projects. On December 23, 2020, the Virginia State Corporation Commission adopted rules governing the Multi-Family Shared Solar Program, which can be found at 20 VAC 5-342-10, et seq.
Under the program, eligible multi-family customers may purchase subscriptions in a shared solar facility, which the Code defines as a facility that, among other things, generates electricity by means of a solar photovoltaic device with a nameplate capacity rating that does not exceed 3,000 kilowatts ("kW") at any single location or 5,000 kW at contiguous locations owned by the same subscriber organization. Each eligible multi-family customer that purchases a subscription will receive a bill credit for the proportional output of the shared solar facility attributable to that subscriber.

If an entity has a subscriber organization license from the State Corporation Commission of Virginia and is interested in submitting a Multi-Family Shared Solar project for participation in the program, the subscriber organization must submit the Registration Agreement and Coordination Agreement, available at the links below.
