Renewable Projects

Dominion Energy Virginia (DEV) is seeking proposals for the acquisition of new solar, onshore wind and energy storage development projects in Virginia. The company will host an informational webinar for interested bidders at 1 p.m. EST on May 9 (see below for more information on how to join). A separate RFP seeking proposals for Power Purchase Agreements (PPA) will be issued on October 1.

Acquisition of the projects will support Virginia customers’ future energy needs as outlined in the company’s most recent Integrated Resource Plan. The projects will also help the company achieve the requirements of the Virginia Clean Economy Act (VCEA) and its commitment to Net Zero greenhouse gas emissions by 2050. Additionally, the projects will support local jobs, increase spending in local communities and bring in new tax revenue for local governments.

The company is interested in proposals for five categories of development assets:

  • new photovoltaic ("PV") solar
  • new PV solar generation co-located with energy storage
  • new onshore wind
  • new onshore wind co-located with energy storage
  • new stand-alone energy storage

For solar proposals, the company is seeking both utility-scale projects that are greater than 3 MW, as well as distributed projects that are 3 MW or less. The company will only consider facilities located in Virginia. For distributed projects that are 3 MW or less, the facilities must be located within DEV’s service territory where there are location grid benefits to DEV customers. The company also encourages the submission of solar and onshore wind projects on previously developed sites, such as former landfills or industrial uses.

Acquisition Proposals Only

In the solar category, one new aspect of this year’s RFP is that Dominion Energy is seeking proposals within its service territory for non-residential rooftop solar development or mechanically complete projects, specifically on commercial, industrial and government-owned structures. The company is particularly seeking rooftop solar projects, less than 3 megawatts (MW), in Virginia’s urban centers to reduce the load on the electric grid.

Proposals will be accepted on a continuous basis throughout the year. As in last year’s RFP, proposals for mechanically complete projects that are 5 MW or less will be accepted. The Company reserves the right to determine the appropriate timing to petition the State Corporation Commission for necessary project approvals and certificates.

All participating bidders must register in the RFP by submitting an Intent to Bid Form and an executed Confidentiality Agreement (CA). The Intent to Bid Form, CA and other additional information on this RFP can be found below. The signed CA along with the completed Intent to Bid Form should be emailed to DEVCleanEnergyRFP-Acquisition@dominionenergy.com.

PPA Proposals Only

PPA proposals must be submitted no later than 3:00 pm EST on February 3, 2025.

All participating PPA bidders must register in the RFP by submitting an Intent to Bid Form and an executed Confidentiality Agreement (CA). The Intent to Bid Form, CA and other additional information on this RFP can be found below. The signed CA along with the completed Intent to Bid Form should be emailed to DEVCleanEnergyRFP-PPA@dominionenergy.com.

REC Proposals Only

REC proposals must be submitted no later than 3:00 pm EST on December 16, 2024.

All participating bidders must register in the RFP by submitting an Intent to Bid Form and an executed Confidentiality Agreement (CA). The Intent to Bid Form, CA and other additional information on this RFP can be found below. The signed CA along with the completed Intent to Bid Form should be emailed to DevRECRFP@dominionenergy.com.
